移民局修订创业投资签证(BIV)多项细则 7月6日起生效

新西兰移民局(Immigration New Zealand)于2026年7月6日发布第2026-17号修订通知(Amendment Circular No. 2026-17),对《移民局业务手册》(Immigration New Zealand Operational Manual)中有关创业投资签证(Business Investor Visa,简称BIV)的多项操作指引作出修订,新规定自当日起生效。

移民局表示,所有处理移民申请的官员都需阅读此次修订内容,并自生效日起按照新指引开展工作。修订后的完整指引文本将在近期公布于《移民局业务手册》,详情可查阅移民局官网。

此次修订涉及以下条款

• BD2.5 提名企业要求(Nominated business requirements)
• BD2.15 资本投资基金(Capital investment funds)
• BD4.5 创业投资工作签证的条件(Conditions of a Business Investor Work Visa)
• BD5.1 变更提名企业要求(Change of nominated business requirements)
• BD6.10 资本投资转移及购买、运营提名企业的证明材料(Evidence of transfer of capital investment and of purchasing and operating the nominated business)
• BD9.15 被排除的企业类型(Excluded business)
• BD9.35 全职雇佣至少五人的要求(Employ at least five people in full time equivalent positions)
• BD9 相关定义(Definitions)

移民局表示,此次修订旨在提升创业投资签证相关规定的清晰度、一致性和操作可行性,修订内容适用于2026年7月6日及以后的临时入境类移民指引(Temporary Entry immigration instructions)。
